No. I encountered this immediately after jumping into a pirate system.
A similar encounter was seen surrounding a pirate system far into the reaches. They didn’t seem to be going anywhere, just masses of them.
Even then that seems like a lot of pirates for a raid, it’s easily 5-10 times stronger than any raid force pirates had ever sent against me
It could be that this is just what you expect to happen when bases don’t get cleared out, but even that seems a bit ridiculous and I could have sworn that I had cleared duzhak once before. They had so many ships that they could not run away(and would not retreat) when it was just support ships and had to run their haulers into me multiple times (costing me CR each time) to die and then retreat.
