Have you tried replacing the xstream file with the newest version?

Did you increase the memory allocated to the game, by editing the vmparams file?
Hmm. It's possible that a specific mod is causing the issues, in which case the number of mods being low wouldn't matter. I'm not aware of there being a general issue with save/loading, aside from when there's a large number of mods without enough memory being allocated.
But what I'm thinking about is the way that less memory can be allocated.

Ah, I see - yeah, for sure. Some things in the dev build should already help a good bit.(But - IF the problem is caused by a mod, then it's not something I can fix. What I mean is if more mods use more memory, and allocating more memory fixes it, then that's fine and that's where the stuff I'm doing in dev should help as well. But if a mod were to have a memory leak, then more memory or fixes on my end won't help.)
