Basically, no, not right now.  It would be fairly easy to code a mod that does this...

Yes in a way. What you could do is spawn in, via Console Commands, an officer with the name and level of your current one. Portraits are a bit harder as it picks from a pool for a faction you pick

You can edit their name and portraits in your save file.
