The options for when you're intercepted, found to have no illegal cargo & let go peacefully should have the options resorted so that spamming 1 gets you from the opening of the dialogue back to the system screen without accidentally winding up in combat with a friendly faction, and have the not-so-good alternatives (transponder off & warned, transponder off & attacked, illegal cargo, ect) so that spamming 1 gets you to the important decisions to make.
