Am sad.
No, literally, that's all. They won't appear no matter what, and I've rerolled fleet compositions hundreds of times. Even Hyperion is more common (as in, appear at all).

Yeah, the Random Battle ship options (as in, the numbers on the dice) haven't been updated in a while. It's not that the chance of them appearing is low, it's that they actually cannot appear in the fleets at all.

... Hey, @Devs? Think you could stick some of the more recently added ships in the Random Battle mission?  :-*

... yeah, need to update the random battle at some point. Not a bug, but made a note anyway.
