Pirate fleet in Abyssal Space Oddity does nothing

The pirate fleet guarding the sensor array in Abyssal Space Oddity seems to be bugged - they're not hostile to the player and won't attack or take any actions.

Noticed this myself. I thought it was just the fact that my fleet was bigger than theirs, so they didn't want to fight.
