When raiding some dangerous objective, you have two options to reduce your casualties. The first is to leave some marines in the reserve, which reduces losses. The second is to assign them to raiding some low danger objective, which works better than leaving marines in the reserve and also gives you some more resources from the raid as a bonus. Why would you ever choose to leave marines in the reserve, instead of raiding some low value objective, if you can? Getting a bonus for leaving marines unassigned suggests it's a choice, to assign all your marines to something or not, but it isn't really.

Leaving reserves should give some flat bonus instead of 10% saves of 5 potential casualities which gives 0 saved marines.

The idea of taking less casualties by sending the excess to low risk objectives instead of holding them in reserve seems like an exploit.  It is not communicated to the player (I did not know and had no way of knowing), and it does not make sense.  I would expect more casualties sending the reserves to low risk objectives instead of holding them.

One of the tips actually says you can raid a lower danger objective to distract defenders and decrease your losses.

But if there's no low threat objective available?

Then you don't get to decrease your losses by sending your marines there, only by not sending them at all.
