During 'Project Ziggurat, sometimes the TT merc phase fleet that is supposed to ambush you in the system with the probe is nowhere to be found. I encountered this throughout several major versions of the game, sometimes it just happens and sometimes it doesn't. I can't reliably reproduce this, so the report is probably not very useful. But I do have a save file where I wasn't attacked by said fleet, even though I already investigated the probe, flew by every planet and jump point in the system with my transponder on in hopes of finding them, but there is nothing.

Thank you for the report! I can't tell from the save what might've happened, unfortunately, since whatever might've gone wrong is before the save-point - all I can see is that, yep, not seeing the merc fleet. This isn't necessarily a bug - it might've gotten attacked by some kind of enemy, for example, or simply failed to spawn due to something like "there isn't a far-enough-from-the-player jump-point in-system" (though this specifically doesn't seem like it'd be the case given the star system).

Understandable, in my case it just seems to happen to the phase fleet more often than any other ambush fleet - those tend to find me pretty reliably. Meanwhile, anecdotally, I missed out on roughly every 3-4th merc phase fleet fight.

Ah - that's not too unreasonable given where these mercs specifically spawn, actually.
