Never happened before, just started playing Nexerelin so that might have something to do with it, but it is kind of sickening. I have already done the x64 bit java fix, and have my max memory at 4 gigs, which might not be enough for nexerelin and all the factions i'm running, but other than that I am at a loss for why this is happening...

It it 30 everywhere, meaning main menu, combat, and campaign? If not, might just be a case of "too much stuff" wherever it is that it's getting stressed the most.

Only in combat, and it is locked at a constant 30, no fluctuation, and I also get around 80% idle.

The "idle" counter isn't exactly reliable once it goes below 60 dps. Hmm. Is this in every battle, even including small ones? If so, maybe turning off shaders etc from GraphicsLib's GRAPHICS_OPTIONS.ini is worth a shot.

Well, it was all running fine until I added Nexerelin, always constant 60 even in the biggest battles, and I have had the shaders on the whole time, so it shouldn't be that, I am going to increase the allowed memory a gig or 2 and see how that helps.

not that I don't have enough memory(32gigs)

So I noticed a little thing, right at the beginning of the battle for about 1 second I get 60 frames, and then it jumps down to a constant 30, even when the battles are tiny. when it is at 60 frames my idle is around 80%, but when it is at 30 it is 0%

I have a 980 Ti and an I7 - my idle is almost always near 0% and yet I never drop below 60 FPS.

Don't trust that thing one bit.

Verify your Vsync setting in nvcpl / the ATI equivalent. I usually set to Adaptive to avoid tearing at >60 FPS and performance loss at <60 FPS.
