Combining SD and NI has so much opportunity costs.
From the skill points costs of the tiers, the OP costs of hullmod and the skillpoints need to be spent in piloted ship skills for NI.
There's no way this doesn't cost enough to be overpowered that applying DP reduction to NI ships should be forbidden.
And that's before taking the current 1+1 neural link limit into account.

Move both GI and EWM into T1. This way, Neural Link can be made more economical/useful without having to move it down from the final tier.
NL is too dependent on skillpoints not spent on it, and it has a steep skillpoint cost for it's limitations.

Both Support Doctrine and Neural Link are top tier skills, and considering that Neural Link needs a hullmod, it should be expensive enough to not be overpowered.

The numbers are changeable but the hullmod itself should reduce minimum crew needed.

If phase fields aren't running while transponder is on, and the phase field generators are the most complicated part of a phase ship, shouldn't they have reduced maintenence while transponder is on?

Better: Make all deployed ships with NI/I on a battle, or at least more than than the current iteration's single linked ship, benefit. Kinda OP but hey, NL is an ultimate skill so......

Cheaper: Make Support Doctrine's DP reduction apply to ships with NI/I and also reduce the number of skillpoints needed to unlock NL. This should make NL's current limit of only one extra ship benefiting at one time more bearable.
