Suggestions / Adminitrator's (salary) etc feel imbalanced

I'm only about 3 games into Starsector but I feel this is more than a bit off so I'm gonna share.

In all of my games I have found an administrator from a reckage while exploring, they demand a salary of 25000 a month and while inactive they cost 2500. I have found one such administrator before even founding my first colony. So here are my choices.

Fire said administrator and suffer some late game regret I suppose costing me nothing upfront but on the back end, I have no idea tbh.

Pay 2500 a month for some chump to do nothing for yearrrrrrrrrrrrrrrrrrrrrrrrrrs. (I'm a fan of industry skills, maybe I shouldn't be, but by the time I have a colony I will be best choice until I have 4.. so my fifth colony, I will pay some guy 25000 to take literally all the profits you can hope to make in the first three years of operation (plus some), deducting the cost of setting up, deducting the salary I paid him for years to do nothing.. )

After thinking about it a bit I should have just fired the guy straight off, I guess I will next game.

A few ways to improve this would be:

Regular/unskilled NPC administrators should be gain all three related skills over time, like npc officers
or
Maybe another way to deal with this is to make skilled administrators not so rare, so I don't regret giving up that early game find.

General Discussion / Questions about NPC Officers Skills/Composition

Can we talk about NPC officers and a little about skills/fleet composition.

If an officer doesn't get combat readiness by level 20 I feel like dismissing them,this feels like the only skill that every officer must have to be decent, am I wrong?

Should officers that captain carriers invest the 9 points required to max the 3 related carrier skills? (Is this a dumb Q?  ;)

How many officers, assuming you have 10, should be specialized into carrier skills? (How many carrier's of some type should a fleet roll with ideally?) I feel like the answer is somewhere between 3 or 4 specialized officers..

I am strongly biased towards steady personality officers, I don't recruit/keep timid or aggressive ones. How badly am I missing out?

Lastly a lot of the tier3 skills don't look overpowered or anything, do people usually max 3rd skills out or go all over with 1-2-3 points in a skill.

Two problems I can't figure out about this game in combat.

1) Why can't my speed 75-90 speed ships overcome and destroy a ship with 45-ish speed before it gets to edge of the map when they are in retreat mode from the start of the map (the persuit phase)? If I either go full assault or click the ship and get "eliminate" they usually drag ass out of range and let the enemy escape. (for example three falcons trying to chase down a fuel or storage ship)

2) How  is it that when I tell all of my ships to "rally" at a some point, often times one of my ships decides that it's going to make it's way over 1/3 across the map into a group of enemies and die. They often also ignore orders to direct retreat, or single ship rally points, totally nonresponsive. They don't just react slowly, they continue to fly in the wrong direction often being lured off by a wolf or something into a pack of something fiercer. It's annoying af. I can literally say that, ok this ship has decided to suicide, nothing I can do to get it back to formation and 30-45 seconds later it's destroyed with the ship itself making no effort to escape.

I'm fairly new to this game and I hope this is just poor playing or lack of understanding on my part. (Ps- all my officers are steady, if that matters)

Bug Reports & Support / Mods crash out before game loads

TLDR;
Certain mods crash the exe if your game directory has something like a "/#games/starsector/" directory.
Portrait pack and the skill mod worked fine but lazylib crashes, changing the directory solves the issue.

A seriously frustrating ordeal considering I had already installed all this stuff on my "work pc" without issue,
thankfully I came across a buried reddit post after some ages had passed that mentioned the # problem.
