Suggestions / Fuel Skimming Ship

Hey all! Making runs out to the fringe can be very resource intensive. The fuel requirements alone are a real drag in the late game when you have a large fleet. So here’s my idea:
A ship that generates fuel when in orbit above gas giants.
It would have to be a slow ship but perhaps not as slow or supply heavy as a supertanker. It would be an investment ship with a very high up front cost.
Some powers that be might not like you not buying their fuel so perhaps also a small but significant faction reputation penalty could apply? Actually, making it the reward for a quest line would be very fun. Maybe you’d have to somehow track down where the blueprints are then raid for them?
If it was more difficult to acquire but the same price to maintain and better over a little time for fringe runs I would count that as an interesting and useful addition to the game.
