With the news that some pirate ships will have hull mods that add some sort of negative to them I would like some way to get permanent or semi-permanent hull mods that are findable in special events or purchasable from specialty stations.
Or at the very least some way to remove those negative hull mods

Well, the addition of skins does make this much easier to do. Just make one with a built in hullmod, copy the current variant to it, and voila - an upgraded ship.

Yeah agreed! Especially with the coming negative hullmods.
Also, will ALL ships have a chance to have a negative hull mod?

Negative hullmods are for certain skins only. Stuff like pirate skins will have them. They're not going to randomly be added onto hulls. The point of them is to allow skins to have certain stats adjusted (skins just use their base hull's stats). Removing them would defeat the point of them.
