As per title. There doesn't appear to be a simple way to flag a modded-in faction to allow purchases from a military market without requiring a commission, as the independents, pirates and Luddic Path do in the vanilla game. This'd be a neat little bit of additional customization, and it'd be nice to have it in one flag (in their .faction file or somesuch) to make easily customizable.

If the faction does not offer commissions, then their military markets do not require commissions. That's the flag.
If you want something more complex than that then you can code a custom submarket. Roider Union's Union HQ market for example does not require commission for certain ships, all the way up to the Argos mothership.

Still, for the future, making that system a bit more granular in the base game might be worth investigating.
