Title: Use a story point to convince alpha core administrator to leave

As in the title. Create an option to use a story point to remove an alpha core from its position when it's too late and not lose it.

Since the Alpha is clearly imitating HAL-9000, it should cry and drone "stop..." when such an action is done.

Or maybe enable the action with no charge if player has Automated Ships (befriend AI like in a shonen anime) and/or Ground Operations (just as good as Hegemony at being Ghostbusters).  There should be more dual purpose skills like Ground Operations (good for raiding and good for colony power).

Or just straight up the ability to tell the idiot that you need its help on another planet, or with your fleet fighting space gribblies.

Probably more than one point since colony stuff tends to be fairly expensive in story point terms.
