Title: Infinitely assigned human administrator

If I assign an alpha core as an administrator at a colony, exit the menu, then go back and assign a human administrator instead of the alpha core, that administrator will not be unassigned from any other colonies. This let's you assign a single administrator to an unlimited number of colonies.

Tested on RC12 with a modded save (no colony mods), and an ironmode save from RC10 (no mods)

Can confirm, with no mods at all the same behaviour can be observed. The admin will not be unassigned from their previously governed colony.
