Title: Fleets spawning in black hole

It would appear that fleets spawned due to a contact giving a bounty can spawn inside black holes, or at least so close they fall in. I was using an 0.95a, unmodded. I got a bounty on a Derelect fleet (the kind with Ramparts and Guardians), and it was in a system containing only a black hole. When I entered the system, I flew a bit from the jump point, scanned, and saw they were in the black hole. I flew nearby and they flew straight out to attack me. I can get a picture of the fleet inside it if needed, but I would need to load a save.

Thank you for the report, I think maybe we need to decide if this is a bug ('cause who knows what those [REDACTED] are up to) - well, we'll figure it out.
