Title: Stability penalty for every n% above 100% hazard

n% could be 50%, 30% or even 25%, up to Alex.

This is for players who want to stick it to the Hegemony by destroying Eventide's Mirrors,

Edit: The penalty applies only to planets/colonies which are larger than Size 5

I'd prefer x% for every 50% in intervals of 3, down to Alex.

Are we talking stability penalty for hazard rating? Thats the only thing I can think of, but I have absolutely no idea if I'm right.

Anyway, it should only apply for larger than Size 5, don't want early colonies to give players too much trouble.
