Title: Low-effort QoL improvement for fighters

Problem: fighter AI often [lingers on, in front of, or passes before (for no good reason)] the barrel of huge enemy weapons.

Complication: AI costs cpu and dev time.

Graceful, Low-Effort Solution: there's already a ship system that "dodges" ordinance: cloaking; let fighters use that in short bursts to approximate these tiny ships nimbly dodging fire.

I believe there is a mod that adds a bunch of fighters with phase cloaking. Well, in most cases it becomes super messy to hear a bunch of ships cloaking/uncloaking every few seconds. Not to mention that some, if not all PD weapons will become useless just because they will not be able to prevent fighters from doing their job.

I got a fighter in my mod that has a custom low-power Phase Skimmer, which I think is what you're meaning rather than an actual phase cloak. Trust me, it's something you reserve for special fighters only.

Also Grievous is right. Fighters are already hella powerful in the game, they don't need something like this.
