(primarily) low tech factions is (mostly) the the same...
i know there are differences and they have green buffalos and lashers and stuff but they really don't feel like as much of a presence in the sector as other factions :-X
my suggestion:
- change CGR doctrine to be more carrier-focused and showcase their "unique" fighter, the Perdition, better - something like Warships 2 Carriers 4 as opposed to the current state of both CGR and Heg running Warships 4 Carriers 2
- deprioritize Condor, Mora, Legion for Hegemony, prioritize Enforcer, Dominator for them instead (they already have Onslaught prioritized, which CGR doesn't have/know, so that's good)
extra suggestion for (LC) skins that requires new content:
- an (LC) Condor/Mora/maybe Venture wouldn't be amiss
- put a hullmod on (LC) skins that like, idk, "Damage Control Crews" requires more minimum crew but increases weapon/engine repair rate in combat (and maybe damage repair/CR recovery out of combat?)
- and/or (LC) carriers could maybe get Expanded Deck Crews for half cost? like have them have EDC as a builtin but less OP, but not so much less that you're just effectively being forced to always buy EDC

Some lore justification for this, btw: CGR has the population to man deck crews and fighters, but they don't have the access to low-tech domain military staples that the Hegemony does. Interestingly in the lore, the two main low tech carriers (Mora and Condor) are conversions of civilian craft (in the Mora's case, a civilian craft that itself was a conversion of a military craft, but the point stands)... almost like this was already planned ;)
