Title: What do I need to pursue remnant frigates?

The game says speed is the determining factor, but even with a frigate with 255 top speed in my fleet I can't pursue remnants. How does this mechanic work?

I think it's burn speed, you need at least one ship faster than or as fast as Burn 11.

Correct

If you've learnt Augmented Drive Field (http://Augmented Drive Field) you can get any burn speed 9 ship up to par.  Otherwise you may need to find a ship with natural burn speed 11, a Tempest (https://starsector.wikia.com/wiki/Tempest) or the Pirate variant Falcon (https://starsector.wikia.com/wiki/Falcon#Pirate) 

Another option is to bring less force so they aren't scared away and will give battle
