Title: Enemy ships tagged with orders are visible under fog of war

Not sure if it's a bug, but pretty handy to be honest.

??? it's pretty exploitable though, i don't quite see the logic here.

Not saying it's ideal, but *not* doing that opens up a huge can of worms, and the "exploits" are CP-limited and rather tame in terms of their effect.
