Title: [0.95.1a-RC5] Support Doctrine DP reduction doesn't apply to ships with NI

Support Doctrine DP reduction doesn't apply to officer-less ships with Neural Interface, is this intentional?

Combat Endurance, Helmsmanship and Damage Control do apply however.
