Extra options to deal with toll

I would like to suggest adding a few additional ways for players to deal with tolling, with respect to feedback as discussed here:

1. The "You scanned me like 2 days ago, what gives?" approach.

The game should remember when a certain faction last perform customs inspections on the player. Choosing this allow give players a chance to avoid inspection and leave without paying. Players should get a higher chance of success if the last inspection is recent.

2. The "I fly a fleet of Onslaught, and you dare to bother me in your lonesome Wolf?" approach.

The game should compare fleet size/strength (combat ships only) between the player and the NPC fleet. A large difference should give a higher chance of player successfully intimidating the NPC fleet to leave the player alone.

3. The "I know your commander" approach.

Simply put, this option has a higher chance of working with factions that has higher reputation level, possibly with a small bribe to the respective NPC fleet.

4. Operator License

Or maybe player can buy a license that makes the player free from custom inspection from a faction at a substantial fee, once cooperative reputation level is reached.

#4 is probably the best approach.

I feel like the tariff should be smaller in the market but have an entry fee which the patrols try and detect for each time you try and go to the station. For stations you frequently visit there should be a license that you could purchase and upkeep monthly which you can show to patrols. That way you don't get randomly chased by some patrol near the sun.

I like all of these ideas. It is frustrating that you have pretty much no options for the toll.

There is always just run away and lose 3 rep point, kill one pirate ship and everything is back to normal.

Sometimes you can't run a way though. For instance, if it is a fast picket fleet doing the scan. Or if you go by a patrol and all of a sudden they scan you...

Then what you do is either refuse to let them scan or let them scan you and refuse to pay

Then some day later, the sector finds out they are all constructs of a computer game, and one admiral knows he is the avatar of a client running the game on his computer.  They have no choice but to move along with the program.

Not really much for options though. You can try to disengage, but that causes a disproportionate decrease in relations (compared to the mere 3 hit from running away). Or you can pay the sometimes large amount of credits for a scan, and potentially be scanned again, and again.... It just gets tedious and annoying with the player having little to no options or say in the matter.
