Default Variants shouldn't always use all weapon slots

Especially when you don't have skill-based bonuses to ordnance points, it's often a good idea to leave some weapon slots empty - there are a number of ships where adding unstable injector or more vents or capacitors is more useful than an extra weapon, and it just occurred to me that it's really odd that none of the default variants ever do this.

A full loaded variant may result in an half loaded ship. If a variant is half loaded, the final result may be nothing mounted at all! That will be confusing ;D

For that matter, there are very few variants that use weapons smaller than what mounts can support.  For example, antimatter blaster in medium mount.

Doesn't that print out status messages for each weapon or hull mod that the variant needs that you don't have available?  For that matter, if you don't have any weapons available (Or not the right ones) you could already get this happening now.

The variants use what seems logical - put as many weapons (and the biggest weapons) as you can on your ship.  Simple and functional, and works well for the AI (they don't exactly use more vents, capacitors, or many of the hullmods very well, as human players learn to exploit as much as they can).  The variants are there for the player solely for a base, just modify them yourselves.
