ships with almost zero hull points seem to me to always still have max shield power. I suggest strongly for reduced shield strength as damage is taken or the addition of shields as a modular component that are damageable like weapons are.

That might tip off the balance for high tech ships, whose survival wholy relys on shields. ;D Anyways, I'm sure shield generators were made to be fixed quickly in the midst of combat, and there's already Overloading, which disables shields for a period of time.

I actually really like that shields don't get weaker as ships take damage because it makes strike weapons more valuable. You have to get the kill while shields are down (usually venting) or else ships come back at almost full strength (knocked out weapons make a big difference though).
