Would someone mind explaining exactly what kind of difference this makes as the game description doesn't make it very clear.

It makes your missiles go faster, gives them better tracking ability and makes them less likely to be fooled by flares. One of the coolest mods in my book.

This thing is my favorite hullmod. Makes Pilum into harpoons, theyre great.

Does it bump them up one or two categories?  and does it give dumb missiles tracking?

Unguided rockets are still dumbfired, but they go faster so it is easier to aim with them.  The improvement in guidance is also quite significant, and combined with the speed upgrade can determine whether or not a type of missile is able to reliably catch evasive targets like fighters and the nimbler frigates.

Open up starfarer-core/data/hullmods/ECCMPackage.java, look at the constants.

It looks like the counter-flare chance is increased by a flat 50% (so a 15% chance would become a 65% chance, for example). I'm assuming the guidance gets a 100% boost from base; at least, that's what the (unused) tooltip implies. :)

Edit: Actually, the guidance is also modified by a flat amount. I'm not sure how that works, because I don't know what units guidance uses. Sorry.

It increases rocket (Annihilator) speed as well, and presumably Reaper unguided torpedo speed too.

I doubt it effects bombs though, as they're ballistic not missile.
