Not sure if this is intentional, or just a by-product of the weapon being a 'charge-up and-fire' type weapon.

There is certainly no indication in the codex that this weapon shouldn't benefit from it.
Railgun is a ballistic weapon -> ammo feeder accelerates ballistic weapons -> one would naturally expect it to work.
