If the domain is willing to sacrifice an entire region, I doin't think that they really care if there are fully armed warships with disgraced soldiers in the sector. They could probably wipe them out pretty fast is they wanted, seeing as they have access to those gates and autofactories and stuff (assuming this is an experiment, of course).
