The AI doesn't handle fast missile racks very well

The ai has quite a few issues with this system, I will list off as many as I can and provide video of them happening.

1.  It hoards charges.  Quite often it will sit with max charges for 10-15 seconds refusing to use them.  This occurs throughout the video

2. Related to the above, it rarely spends more than one charge at a time, usually firing 2 salvos at once but...

3. Several times it will wait til the missiles are less than a second from being able to fire before it hits fmr. an example of this is at https://www.youtube.com/watch?v=1hQhtczX9QI?t=190

4. At https://www.youtube.com/watch?v=1hQhtczX9QI?t=69 it is seen hitting fmr then venting before it actually takes effect, negating the effort while still costing a charge and flux.

5. Rarely it will start a salvo and hit fmr before it finishes, cutting it off partway through.  This happened when I wasn't recording. 

6. These are just what happens when the ai is given a single missile launcher + fmr.  I'll see about getting another video using a ship with more than just 1 missile mount soon.

Thank you! Hmm, let me add a check so it doesn't interrupt a firing weapon; doesn't look like it's actually checking for that.
