Help with bounty mod pt 2

How would I go about adding a post combat dialogue screen into the game? Similar to when you destroy a fleet, but one ship escapes and you have the option to hail them? I figured that would be a much smoother approach to my mod but I am unsure how to come about to it. Is this a simple string of code I am missing or is there a lot more? So far I have looked into creating some .csv files for rules and poked around in the java but I am at a loss so far.
