Question about comm relays

Hi, I'm pretty new to starsector and posting on the forum in general, and I'm wondering about how to get domain-era comm relays up and running in a star system? I've read that they give an extra stability boost for your colonies over the makeshift relays, but I don't know how to build them. Any help you guys can give yould be greatly appreciated.

you can only build makeshift com relays, Domain era ones are only activated from a disabled relay
