What is the "mismanagement penalty" and where does it come from?

Ok, it's my limit for how many colonies I can provide for myself without needing administrators. I was looking all over and couldn't figure this out.

FTR it is on the colonies tab of the command window. A tooltip explains how it works.

basicly you have admin. ai, and your self when it come to planetary management, the mismanagement penalty only comes in if you are managing the planet your self. if you try to manage too many planet at once you will have stability penalty, this number can be increase with one of your skills
