Tech Mining bonuses to other industries

Tech-mining should give bonuses to Commerce (increased income), Ground defenses / Heavy Batteries (increased ground force multiplier), Patrol HQ/Military Base/High Command (increased fleet size) and Battlestations (reduced upkeep) depending on ruins size.

... You've lost me. Please explain how any of these make sense? And further, why do we need Tech-Mining to benefit any other industries, let alone all of these ones?

It might be cool if leftover ruins provided a speed bonus to building new industries. Think of it as finding old useful stuff that can be repurposed.
