How to declare war ? [Nexerelin v0.9]

So I'm in an alliance and I want to proceed a vote to declare war to someone (Everybody hates me, my allied apart of course).

I didn't seen any button to declare a war so... How ?

Just take any hostile action against the target (dropping rep to hostile) and the vote will automatically take place.
(Note that you can't take back the action if your allies decide not to join the war)
