Is there any point to this structure after hitting colony size 10?

No. The point is getting you to that size 10 much faster, than through other means.

Theoretically if something were to cause your population to fall below 10 later, it might still be useful to have.  I'm not sure that's a situation that can actually occur.  Saturation bombardments reduce population size, but I can't see any situation where that would happen to a class 10.
