Give each station segment its own DP to free up reinforcements quicker

Sometimes the station will have only 1 piece left but will still take up as much DP as if it were fully functional, preventing reinforcements from being brought in to supplement the pitiful firepower of the remaining segment. Would be a slight improvement if each station segment has it own DP so when station segments are destroyed, more ships can be brought in.
