When I remove anything that previously had expenses on the command tab it continues to charge me. IE, if I abandon a colony it still charges me upkeep for the non-existent colony as well as firing staff, I got rid of some of my lieutenants and its still charging me upkeep for them even though they are no longer in my service.

If you're only looking at the next month's finances, this is normal and expected.  Firing someone half-way through the month will still cost you half of their monthly upkeep.

If the charges continue *past* that next month's report, though, that would be an actual bug.
