Random, persistent framerate drops at deployment screen, battle and main menu

I drop from 60+ frames to 6 or 7 sometimes at the deployment screen. it then persists throughout the battle, and when going back to the main menu, it stays at this low FPS. Additionally, the Idle counter next to the FPS counter goes up to 90-100%+ (not sure what it's measuring) This does not happen all the time and I cannot seem to narrow down the mod that's causing it.
pc specs are Nvidia GTX 750 Ti, AMD Athlon X4 860k quad core, so I'm pretty sure it's not a hardware issue.
any advice would be appreciated

Hmm - first thing I'd try is turning off GraphicsLib via its settings file.
