Is the listed speed of a projectile as is listed in weapon .csv how much distance it covers over a 1 second period?

Yup, at least I really hope so.
Do note that modifiers (e.g. elite ballistic mastery) to projectile speed exist.
Also, for simple questions like that, you might get a response quicker if you ask them on the Discord. (nothing wrong with using the forums)
