Growth Incentives Persistent through abandonment

If a colony has growth incentives when it's abandoned, and is later regained under player control (i.e., recolonized), the growth incentive will still be in effect on the planet.

Thank you, fixed - made it be refunded on abandoning the market, and then set to 0.
