This is from Ship/Weapon Pack mod and it's very much intentional. If you recover IBB ships legitimately, you get a normal number of D-mods. If you are unlucky, then DR's script goes and throws back the ship at you, except with all the d-mods it can get.

And sometimes you dont get any IBB ship. I had this problem mostly with Odin.

That's because scripts for Odin are handled on MShadowy's part and he lagged behind for some time in that regard.
