Every so often, I need to open colony screen and click Growth Incentives to keep it at maximum rate.  Just have it drain income like crew salaries.  Have the bar determine how much income gets spent and that's it.  As long as player can afford it, income is docked and player does not need to fiddle with Growth Incentives every in-game week.

If colony manages to reach size 10, automatically refund the player and draw no more income, since colony cannot grow anymore and Growth Incentives is disabled.
