ENGINE_MOD toggled ship systems lock up on retreat attempt and prevent retreat

Modded ships that use toggled "ENGINE_MOD" type systems seem to lock up and prevent retreat, found with Axle's DaRa "High Burn Fuel Canister" ship system, and Avanitia discovered it in Seeker's Niagara class

This bug causes the ship system to be eternally active, and they cannot be deactivated unless the system can be interrupted with a vent (shown with the pirate manta from DaRa)
