Exploration mission can have the Technology Cache as the target.

I accepted the Technology Cache mission from the bar.  As I took my time, struggling to build up a strong enough fleet to take on the Remnant guards, I noticed one of the survey mission broadcasts, that normally target probes or derelicts for money, targeted the Technology Cache.  Given the story of that special mission, it does not seem to make much sense for any faction at large (except possibly Tri-Tachyon) to know about the cache, and should not publicly broadcast a bounty for that special object to any spacer Joe passing by.  In my game, the Independents broadcasted the bounty for the cache.

I don't want to create a new thread because turns out I missed the RC7 update, but I got Technology Crate in Galatia. Not sure if that's a bug or what.
