Military Base vs High Command, any difference?

I noticed the displayed colony fleet strength not being any different with Military Base or High Command, so does upgrading from Military Base to High Command cause the colony to have more fleets? Or does it only give ground forces a slight boost at the moment?

According to the wiki, there are more fleets than Military Base too, unless changed in 0.9.1.  Additional fleets (to block raids from the enemy) are/were the main benefit of High Command over Military Base, but player would not really know that without reading the wiki or source.
