Take a Drover, remove all guns and missile, but keep the fighters. It will be unavailable in "Pursue the Enemy - Let your second in command handle it."

Got a possibly related issue, in that the enemy fleets on the overmap seem to think of gunless carriers as civilian ships, so that even a tiny fleet of a few destroyers would pursue my fleet of 20 gunless Drovers, while if the Drovers had been armed, even if with a single gun, most small enemy fleets will run away.

Yep, should be fixed as well as a result of the fix for the original issue.
