Reduce Range on Contraband Cargo Pods Check

A minor point: At present, if you are scanned and you recently stabilized pods, those pods can be seized. This can even happen if the pods are on the opposite side of the system!

I do think the fact that patrols aren't 'fooled' by the player dumping cargo is a really neat bit of gameplay, but I think there should be a range limit to the effect, especially if the patrol has not seen the pods.

(In particular, I had left some uncollected loot around Barad in a stable orbit, and then got scanned at Jangala for buying a black market ship. No problem there... but how did the patrol know about the stuff around Barad?)

Oh, yeah, let me fix that up. I thought that had a range check, but apparently it was only checking that you'd interacted with the pods in the last 3 days. Changed it to 1 day and <1500 units distance (i.e. a bit less than a map grid cell).
