Tug speed bonus not doubled in hyperspace - intended?

So despite all my fleet have lowest speed at 8 burn plus one tug fleets hyperspace speed only 17 instead of 18.

Just commenting that Tugs now increase the overall fleet speed by 1 (after all buffs), it doesn't increase the lowest fleet ship's burn speed. I assume this was to prevent tugs modifying a pre-buff stat and getting the entire fleet faster (on sustained) by just tugging one larger ship. I get 10 in regular space and hyperspace right now, bonus checked to have been applied by hovering and F1ing the burn bar (8 base +1 nav+1 tug).

Cant see how +1 burn alone can justify using tug with current <maintenance>/<fuel ly> costs. I guess it is balanced around augmented drive field which is VERY expensive. My tug increases inner system speed by +1 too regardless of tooltip about maximum speed only.

Hmm, could you clarify? Everything else seems working as it's supposed to (balance stuff aside), but I wonder if there's a tooltip somewhere that's being confusing.

Sorry about this - it was my error reading drive stabilizer tooltip - i was under impression it works only in hyperspace. Tug system tool tip states +1 bonus to max burn speed but this is not the case as sustained burn not doubles this bonus so this exception must be mentioned somehow.

Hmm - let me add a "The burn level increase does not apply to flat burn bonuses, such as those from Nav Buoys or tugs." to the SB tooltip. This is a general rule the game follows - percentage increases apply to the base value, before any flat increases - but it doesn't hurt to call this out.
