[0.9a RC10] Officers over cap limit can still be auto-assigned to ships

If you pick up a number of officers over your command limit, such as from popping cargo pods, you can still assign them to your ships using the auto-assign idle officers button.  You can even reassign them to specific ships by taking advantage of the fact that assigning a different officer to the ship they're in command of will switch them to the ship that other officer was commanding.
